Many extensions are built into the Windows version of PHP. I checked the build directory and there is no windows-xpi directory. The installer would download/install the nspr4 that was best for the current OS. I've done as you said, and ensured I've moved every dll you've listed, but I still get the same error. (I've also 'unblocked' all DLLs in case that was the issue) Did perform an uninstall beforehand, and manually removed all traces of the previous mozilla directories from Program Files and windows directories, and removed the registry entries for mozilla.org. In *Control Panel* --> *System* click on *Advanced System Settings* and use the button *Environment Variables*.
